The title of the article is a bit misleading, as it implies that Norway (the state) tried to make this gesture.

According to the article, a Norwegian person tried to persuade the Norwegian government to “gift a mountain” peak to Finland via a border change, but the idea was ultimately rejected by the Norwegian Prime Minister.


With the reasoning being that the Prime Minister didn't have the power to make this gift, because the Constitution doesn't allow the kingdom to be divided.

Seems legit to me. We can't just go around ignoring constitutions for novelty things like this.
