IMO all of the cost and power arguments are currently red herrings. An autonomous car or truck is worth at least $100k more than a non autonomous one, so whatever it takes sensor wise is worth it.
Where musk's argument makes sense is that if lidar can't be made to work in all weather, putting effort into making algorithms for it may be a dead end. There are a number of companies with various approaches to making lidar work better in bad weather though
