It may not be a discussion board but of course almost every question has some degree of discussion. For example, even a specific question about how to initialize a list of lists in Python has more than 1 answer and there will be discussion about the "best" method.

There is almost never only 1 correct answer, in which case a discussion is needed and the answer may require your personal opinion as there may not be a single "best" answer. It would depend on circumstances - more discussion required...
