I fear latency is always going to be the issue that stops this working across arbitrary networks, with the amount of buffering that goes on. How many hops is Google Fiber to the nearest cloud services provider?

I would imagine very few, everyone wants to peer with Google.

I imagine some form of computer prediction combined with intelligent buffering could minimize the effects of latency for many tasks.

You're still bound by the laws of physics. Nothing real time is ever going to get to you faster than a piece of fiber can carry it.
